Where does the rate come from?
From the market commercial rate, updated throughout the day. For contracts and invoices, always confirm the rate your bank will actually apply at settlement.
Is it good for quoting work abroad?
It works as a reference. In international contracts it is common to fix the rate from the proposal date and state in the text what happens if the exchange rate moves beyond a given percentage.
